The Farley Center Board of Directors is comprised of individuals who share a vision for peace, justice and sustainability. They come from a variety of backgrounds and experiences including several Farley family members, who continue to actively further the mission of Linda and Gene Farley.

Gilman Halsted

Gilman was a reporter for WPR who specialized in criminal justice, war and veterans’ issues, and cultural and ethnic issues. Gilman has lived in many places, both in the United States and abroad. He’s spent time, ranging from weeks to years, in Japan, Thailand, India, Bangladesh, Vietnam, Israel, and Italy. In the United States, he’s lived in Massachusetts, Washington, D.C., Illinois, Florida, California, Racine, Wausau, and Madison. Before he got into broadcasting, Gil worked as a social worker in a group home for Vietnamese refugee boys in Washington, D.C. He also spent several years as an English as a Second Language teacher. Gil attended UW Madison as an undergraduate from the fall of 1973 to the fall of 1976.
Gilman has been on the Farley Center Board since 2010 when Gene Farley recruited the first Farley Center Board. Gilman has been vice chair and is now the Farley Center Board Chair.

Dr. Tillman Farley

Dr. Tillman Farley is the chief medical officer of Salud Family Health Centers, a migrant/community health center with clinics across northeast Colorado. He is also an associate professor in the CU Department of Family Medicine.
Dr. Farley graduated from the University of Colorado School of Medicine, and completed his family medicine residency at the University of Rochester. He spent three years in private practice in upstate New York, and then three years in practice in far west Texas directing two federally qualified rural health centers prior to moving to Colorado.
Dr. Farley has implemented a variety of successful integrated care models in New York, Texas, and Colorado. His research interests include integrated primary care and health disparities. He lectures widely on integrated primary care, community health, health disparities, racism in healthcare, and immigrant health. .
Dr. Farley has been a Farley Center Board Member since 2010.

Jonathan Farley

Jon has held a number of senior management positions in the Solid Waste and Recycling Industry over the past thirty years. He is currently Founder, President, and CEO of Zters Inc, a nation-wide solid waste broker and Management Company. Prior to Zters, Jon was Senior Manager of National Accounts for Allied Waste/Browning Ferris Industries where he held a number of other positions including VP of Strategic Planning, and VP Public Sector contracts which he grew to over a $200M business during his tenure.
Jon was also the President and CEO of the U.S. subsidiary of Plastic Omnium Environment (publicly traded French company), a large scale manufacturer of blow-molded plastic products including large waste receptacles used for automation in the solid waste industry. Jon has managed large solid waste operations in New York, Texas, Colorado and Arizona. He has played a key role in the development of routing software and third party management systems. He holds a BBA in Finance from the University of Texas at Austin.
Jon has been on the Farley Center Board since 2010.

Rebecca Farley David

Rebecca Farley David got her start in politics and social justice when her grandparents, Gene and Linda Farley, took her to the 2004 Wisconsin Democratic Party Convention. After graduating from college, she lived at the Farley house while handling health care issues for Wisconsin State Senator Mark Miller, where her professional highlights included traveling the state with Gene and Linda to build support for the Senator’s single payer health care bill.
Rebecca is now the Vice President for Policy and Advocacy at the National Council for Behavioral Health, where she advocates for policies to expand access to addiction and mental health care. She’s a not-so-secret health policy nerd who’s just as happy to talk your ear off about mental health and addiction treatment financing as she is to share the latest exciting developments at the Farley Center. She is certified in Mental Health First Aid and is a trained crisis counselor. She and her husband live in Washington, DC.
Rebecca has been on the Farley Center Board since 2015.

Karen Reppen

Karen Reppen is a life-long resident of southern Wisconsin, with a love of its land, its people, and its diverse opportunities. Her commitment to peace, justice, and sustainability began early in life when she became involved in the civil rights, feminist, anti-war movements during the 1960s. Her professional career ranges from ski patrolling, pig farming, and construction, to cartography, publishing, and hospice care. She brings years of leadership experience in business development; project management, PR and communications; marketing and event planning, with experience in large and small private businesses, state and federal public-sector agencies, and non-profit healthcare organizations. For the past 17 years, her work has focused on educating and supporting those who are either preparing for or experiencing end of life. She is also an avid gardener, mixed-media artist, animal lover, and seeker.

Dr. Rachel Byington

Dr. Rachel Byington, PhD, is a citizen of the Choctaw Nation of Oklahoma. She is a lifelong resident of Madison where she lives with her husband, youngest son and two dogs. She has two other grown children who have left the nest and 4 grandchildren.
Dr. Byington has dedicated her work to serve American Indian populations in urban and tribal communities. She completed her education at UW-Madison where she is currently employed as the Tribal Youth and Community Liaison supporting the Indigenous Arts and Sciences initiative for Earth Partnership. In her down time, Dr. Byington enjoys spending time with her family and friends, gardening, and hiking.

Ruthanna Hutton-Okpalaeke

Ruthanna is a Wisconsin native having lived in various areas of the state from Madison, to Green Lake, to River Falls. She grew up in her parents’ garden where she benefited from the fruits of their labor and a little bit of her own too, catching garden snakes and sampling all the garden had to offer.
After College she followed her passion for people and the land and joined the Peace Corps, living in Cameroon Central Africa for over 2 years working with Cooperative farming groups in Cameroon’s west region. Upon returning to the United States and a few stints working in various laboratory settings she left the lab work behind to work for Urban Triage where she manages their Agricultural Programs supporting Black farmers and Families with farm land access, expansion, and education.

Ashley Webster

Jacob & Ashley Webster went to the same high school in small town Wisconsin and have been married since 2014. They moved to Madison shortly after, but missed the peace and serenity of their rural hometown. Moving near the Farley Center & Natural Path Cemetery was a dream come true. They will be buried there one day, but in the meantime they like to help out by digging graves and showing people where to park.
When not doing that, they also like bouldering, cycling, gardening, and traveling by flying to a big city and then immediately driving away from it. In exchange for money Jacob talks to computers and Ashley transfers clear liquids from one place to another and occasionally sprays inhalers at lasers. For fun, one likes to crochet cute animals and fold origami and the other salvages roadkill. Guess who!

Erika Jung

Erika Jung, PhD is a licensed clinical psychologist and mental health advocate in Redwood City, California. She received her BA from Brown University and her MS and PhD from Northwestern University. She co-founded Beyond Measure, a team of psychologists and registered dietitians committed to supporting health, dignity, and justice for patients of all sizes.
She is an adjunct faculty member at The Wright Institute where she provides clinical supervision for a low fee therapy clinic. She is part of a research team at UCSF investigating non-pharmacological treatment for depression. She volunteers for the Bay Area Asylum Mental Health Project conducting pro bono mental health evaluations in Spanish for people seeking asylum in the US.
She is thrilled to be a part of the Farley Center and has been a Board Member since 2024.

Jonathan Garber

Jonathan Garber has been participating in our community since moving to Madison in 1992. He has been involved in social justice activism, social media coordinator for local election campaigns, producing a show with a local, volunteer-run radio station and other community activities. Jonathan has been on the board for a state-wide children’s mental health organization and a local mutual aid organization. Jonathan has been a community organizer for a local AODA organization, 20 years as a massage therapist and yoga instructor and working in case management for adults with disabilities and frail elders. Jonathan enjoys cooking, taking care of his creaky house and two large dogs.
